PARLIAMENT
The Dutch parliament consists of the First and Second Chambers. Many Dutch people had to memorise this for social studies at one point. But surprisingly, the king does not hold much governmental power. While he is part of the Dutch ‘government’, he is not part of the Dutch cabinet or parliament. There are many terms that describe who establishes the laws in the Netherlands, and sometimes, you just want to have a face for that. But there are very few people who can appoint a senator. After all, we don't elect them directly either. And maybe that's for the better.
